Mortgage Servicing Ratio — a regulatory cap requiring that monthly repayment on an HDB flat or Executive Condominium (purchased from developer) cannot exceed 30% of the borrowers' combined gross monthly income.
HDB uses the income-weighted average age of all borrowers to determine the maximum loan tenure, then rounds the result up to the next whole year. A higher-earning older borrower will push the average age up more than a lower-earning younger one.
Even though the actual HDB concessionary loan rate (CPF OA rate + 0.1% = currently 2.6%) is lower, HDB assesses your eligibility against a 3% floor as a buffer. Bank loans use a 4% medium-term floor under MAS rules.
Tenure = min(25, 65 − average age). Older buyers therefore get shorter tenures, which raises the monthly repayment and reduces the maximum loan supportable under MSR. The 25-year cap is also tighter than the 30-year bank loan maximum.
No. HDB also checks citizenship, income ceilings ($14,000 family / $7,000 singles for BTO), CPF balance, employment stability, and existing debts. The only authoritative answer is an HLE letter from HDB.
